'Saudization' has begun: Indians beware

JEDDAH ( Saudi Arabia): Saudi Arabia's Labour Minister Adel Fakieh said that as per the new Saudization programme, named " Nithwaqath", private companies in the "Red" category lagging behind in hiring Saudi citizens would face difficulties in renewing the work permit and the residential permit for their foreign workers.

This would be part of the second stage of "Nithwaqath" programme implementation, supposed to be effective from September 10. The second phase of "Nithwaqath" would give incentive package to those companies in the "Excellent" and "Green" category with high rate of Saudi nationals working and punishment for those in the "Red" category.

The minister affirmed that the "Nitaqat system linked by the computer systems of various government departments will make it impossible to do any foul play with the Saudi recruitment system." "Continuous inspection would be intensified in the private sector companies to track violators besides being placed under social auditing when citizens would be able to inform the ministry by phone or e-mail about the violation of Saudization rules by private firms," the minister added.

In the second phase of "Nithwaqath" the government has plans to give benefits and incentives to "Excellent" and "Green" category companies. "In addition to the incentives already declared, private employers will enjoy additional ones from the beginning of next year," he said. The labour minister foresees that the new phase of "Nithwaqat" would improve the number of Saudi nationals in the private sector.

"Nithwaqat" programme is designed to persuade private sector to employ as much Saudi citizens as possible in different areas. Fakeih will hold a press conference on Tuesday to announce the launch of the second phase of a program aimed at providing necessary assistance to Saudi unemployed.

The Saudi minister wished that those companies in the "Red" category will correct their status at the earliest and achieve desirable rate of Saudization. "This will be the last chance for them to improve," the minister said. Fakeih said the ministry would intensify inspections of private companies to punish violators.

Under the country's new Nitaqat system, companies are to be labelled "green", "yellow" or "red" depending on the number of Saudis working for them.

As per the previous announcements, companies in the "yellow" category will not be able to extend their foreign employees' work visas beyond six years while "red" companies will not be able to renew their foreign workers' visas at all. "Green" companies will be entitled to a number of benefits, such as expedited services for foreign workers' visas and the ability to change the job categories of foreign workers into job categories reserved for Saudis.

He said the ministry has received applications from 1.5 million Saudi jobseekers during the last few weeks. Hard time is ahead for the tens of thousands of foreign employees hailing from all over the world including India.
